door: jeroen berger, 13 maart 2015 binnen alle onderdelen van de zeevaart bestaat een sterke behoefte aan schone en milieubewuste alternatieven. eén daarvan is de uitbreiding van het aantal walstroompunten. dit zijn de zogenaamde aftappunten voor elektriciteit aan wal. deze voorziening maakt het mogelijk dat alle hulpmotoren aan boord van het schip (denk aan generatorsets) na het aanleggen gewoon kunnen worden uitgezet. biedt walstroom een duurzame optie voor generatorstroom in de zeevaart? een schone haven, dat wilt toch iedereen? het havenbedrijf rotterdam maakt zich sterk om van de rotterdamse haven de meest duurzame haven ter wereld te maken. zo willen zij de leefomgeving aantoonbaar verbeteren en streven zij naar een efficiënt gebruik van de energie. een transitie naar een schone brandstof strategie door rederijen en scheepseigenaren wordt dan ook flink gestimuleerd. internationale ontwikkelingen op gebied van walstroom de huidige walstroom toepassingen zijn hoofdzakelijk te vinden in de verenigde staten (vs) en europa. daarnaast is er nu een duidelijke ontwikkeling zichtbaar in azië. zo heeft bijvoorbeeld singapore inmiddels diverse duurzame (“groene”) walstroom oplossingen aangekondigd. eén van de grootste belemmeringen bij een mondiale uitrol van walstroom toepassingen (en dus ook voor nederland) is de energiebelasting. deze belasting, die nu niet geheven wordt op de zware stookolie (hfo), zou namelijk in sommige gevallen ten koste kunnen gaan van het in potentie aantrekkelijke karakter van walstroom. de potentiële effecten van walstroom onderzoeksbureau ecofys heeft in opdracht van de europese commissie onderzoek gedaan naar de potentiële effecten van walstroom. hierbij is er onderzoek gedaan naar de luchtkwaliteit. zo zijn er bijvoorbeeld (grote) verbeteringen waarneembaar op gebied van koolstofdioxide (co2), zwavel- en stikstofoxiden (sox en nox) en fijnstof (pm). uit het onderzoek is verder naar voren gekomen dat er voor walstroom een duidelijke focus zal moeten worden gelegd op schepen die veel stroom behoeven en vaak afmeren op dezelfde locatie. dit geldt bijvoorbeeld voor cruiseschepen, ferries en tankers. heeft walstroom de toekomst? dat de zeevaart in zijn geheel steeds schoner wordt, is een gegeven en wordt gereguleerd door de internationale maritieme organisatie (imo). dit werpt ook meteen de vraag op of de investering in walstroom dan op termijn nog wel een duurzame optie is voor generatorstroom. doordat de trend van het ontwikkelen van steeds meer “groene” schepen zich in toenemende mate voortzet, zijn wij van mening dat walstroom alleen een duurzame optie biedt voor slechts een specifiek aantal schepen, en met name daar waar de belasting van de luchtkwaliteit door het gebruik van generatorstroom onacceptabel groot wordt. een invoering van walstroom in de zeevaart zal, zo denken wij, niet breed gedragen worden. zo lijkt walstroom alleen in beperkte mate haalbaar te zijn. lees meer op onze blogpagina uw gegevens worden vertrouwelijk behandeld. bekijk ons privacy beleid voor meer in...matie.
